Does a Health Care FSA replace my health care plan?
Not at all. A Health Care FSA (HCFSA) is not insurance. It simply pays for your eligible out-of-pocket health care expenses that aren't covered by insurance, with pre-tax money. First, your claim is generally submitted to your FEHB plan, FEDVIP plan, or other insurance carrier to consider your health care, dental, or vision expenses. You can then submit an HCFSA claim for the remaining out-of-pocket eligible expenses. Your claim should include an itemized receipt or other supporting documentation. Your co-payments would not require an Explanation of Benefits but would require itemized receipts.
If you have out-of-pocket expenses not covered by your health care plan, or that you do not wish to submit for reimbursement under your FEHB, FEDVIP, or any other health care plan, you will need to submit a detailed receipt.
