Qualifying for Belated Enrollment
If you were unable to enroll in FSAFEDS during the entire Open Season for reasons outside of your control, you may qualify for a Belated Enrollment. To qualify, Belated Enrollment requests must involve specific reasons for consideration, such as:
- Being outside the U.S. during the Open Season with no access to the internet or phone
- Having a personal situation (deployment, hospitalization, major illness, death in the family, etc.) that prevented enrollment during Open Season
- Waiting on a retirement decision
How to Submit a Request
If you were unable to enroll in FSAFEDS during the entire Open Season due to any of the reasons listed above, then click the link below. Please be prepared to provide documentation to support the reason that prevented you from enrolling during Open Season.

Effective Enrollment Date
A Belated Enrollment accepted by FSAFEDS no later than December 31 following Open Season is effective on January 1. If we accept your enrollment after December 31, your Belated Enrollment will be effective the day after your election has been accepted by FSAFEDS. Once enrollment is effective, it cannot be changed unless you experience a qualifying life event (PDF).
Please note: Claims for services incurred prior to the enrollment effective date are not eligible for reimbursement.
